Shri Rajiv Lochan Bharadwaj was an IRSS (Indian Railway Stores Service) officer of 1990 batch. Prior to joining Indian Railways, he had worked as a Lecturer in National Institute of Technology, Jamshedpur. He has joined AJNIFM as Professor/ Team Leader in Department of Expenditure – AJNIFM: Procurement Research Centre at Faridabad (www.ajnifm.ac.in) after his superannuation from Indian Railways.

During his tenure of more than 32 years with Indian Railways, Shri Bharadwaj gained considerable experience of dealing in almost all aspects of Public Procurement and Supply Chain Management, starting from Assessment of Requirement, Preparation of Bid Document, Bid Invitation, Evaluation of Bids, Award of Contracts, Contract Management, Contract Closure, Dispute Resolution, Scrap Disposal, Budgeting and Vigilance Management. He had worked in the Ministry of Railways also where he handled procurement of complete Rolling Stocks for Indian Railways and retro fitment of Bio toilet tanks in all the existing coaches under ‘Swachchha Bharat Mission’ a flagship program of the Union Government. His last assignment in Government of India was as Chief Material Manager, Northern Railway, Ministry of Railways.

He has also attended short term Programs on Strategic Management at ISB Hyderabad, INSEAD Singapore and ICLIF Malaysia.

Shri Bharadwaj has seen the transformational change in the Indian Railways procurement system from a Manual system to end-to-end digitized system starting from online demand generation to online payment of vendor’s bills.
